In what places would landlords normally have held some social responsibility, for example for the survival or health of the lower classes, as with 'parish relief' in late mediaeval England, and in which places would the social convention have been 'let them starve, their welfare is none of our concern'?

A. in the medieval ages the lord of the manor had priviledges but also duties- he lived above the "commoner" but had to protect them. If for no other reason then simply because there were never enough people for all the jobs which needed to be done and the lord's welfare depended on having as many workers as possible. The "let them starve" attitude comes with "enlightnment" and "renaissance"- the population is bigger and unemploment appears. Any dead commoners can be quickly replaced- so "who cares"
